Add milk and mix well. the dough should be soft and workable, if it isn't add more milk. If it is too soft add more flour. Knead for 10 minutes. Place in a lightly floured plastic bag and let rise until double in volume, about 1 hour. Punch it down. Let the dough rest for 10 minutes. Split dough into 12 equal parts and form into balls. Poke a finger through the ball, making a hole the size of a golf ball. Shape the bagel evenly. Put the bagels on a cookie sheet, cover them with oiled wax paper and let rise for 30 minutes. Preheat the oven to 400 degrees. Bring 4 quarts of water to boiling in a wide pot. Add the 2 teaspoons of sugar. Poach the bagels 3 or 4 at time for 30 seconds on each side. Remove them from the water with a slotted spoon and let drip over a paper towel for a few seconds. Place the bagels about 1 inch apart on a cookie sheet. Beat egg with a little water and brush the bagels with it. Bake until golden, about 15 minutes.
