In another small bowl combine milk, vanilla and almond extract. In yet another bowl cream butter for about 30 seconds and then gradually add 1 2/3 cup sugar and beat on high until lightened in color. Add the flour mixture in 3 parts alternating with the milk in two parts. In yet still another bowl, beat the eggs and cream of tartr on medium speed until soft peaks form. Gradually add, beating on high speed 1/3 cup sugar. Beat until peaks are stiff. Fold the egg whites into the batter in four parts.
